RACHEL McCULLOUGH is a person who stutters and a singer-songwriter in the band Black Cat Habitat. Rachel earned her “Competent Communicator” certification from Toastmasters International. In 2013, Rachel’s article When Police Encounter Persons Who Stutter was published by the U.S. Department of Justice and then by the Stuttering Foundation. The Stuttering Foundation honored Rachel’s article with their first place for excellence in journalism award.
